Purpose

The Long Hill Fire District is soliciting quotations from qualified contractors to provide snow removal and ice control services for all District firehouse properties. Services are intended to ensure that properties remain safe, accessible, and fully operational during and after winter weather events.

  

Locations

  • 5400      Main Street, Trumbull, CT
  • 6315      Main Street, Trumbull, CT
  • 4229      Madison Avenue, Trumbull, CT


Scope of Services


Response Sweeps During Storms

  • Apparatus bays, driveways, and responder pathways shall be plowed and cleared when snowfall accumulation reaches two (2) - (3) inches, and again for every additional two (2) – (3) inches of accumulation thereafter.
  • Response sweeps are intended to maintain emergency responder access during ongoing  storms.


Post-Storm Cleanup

  • Begin final cleanup within 90–120 minutes after the storm ends.
  • Perform  curb-to-curb plowing of all lots, driveways, and access lanes.
  • Apply Calcium Chloride or DOT Mix to all paved surfaces after final clearing, as appropriate for temperature and conditions.


Walkway Clearing

  • Shovel and treat all sidewalks, building entrances, and designated pedestrian pathways.
  • Only use materials safe for concrete and masonry.


Salting / Sanding Only Events

  • Provide unit pricing by location for sanding and salting-only events where  no plowing is required.


Spot Sanding / Salting

  • Provide unit pricing for “spot sanding” or “spot salting” events —      typically limited to targeted areas such as thaw-and-freeze spots or      shaded surfaces where full-lot treatment is not necessary.


Site Marking / Staking

  • Prior  to the start of the season, the contractor may mark or stake any      outcroppings, curbing, islands, or other obstructions to prevent damage      during plowing operations.
  • Stakes shall be maintained and replaced as necessary throughout the season.

  

Timing and Availability

  • Contractor must be available 24/7 during all winter weather events.
  • Work shall begin promptly once snowfall thresholds are met and continue until  completion.
  • Contractor must maintain open communication with the Facilities Manager or designee  during all events.

  

Equipment and Materials

  • Contractor shall provide all plows, blowers, spreaders, calcium chloride, DOT mix,  ice melt, and labor necessary to perform the work.
  • All materials must be safe for concrete, curbing, and landscaped areas.

  

Damage Responsibility

  • Contractor shall be responsible for repair and/or replacement of any damaged property incurred during the course of performing services — including,  but not limited to, bollards, curbs and curb stops, lawn areas, bushes and plantings, and sidewalks.
  • All damages must be reported immediately and repaired at the contractor’s expense.

  

Proposal Requirements

Each submission must include:

  • Company profile and experience with municipal or commercial snow removal.
  • Pricing structure including:
    • Per-event snow removal pricing (based on 2" intervals)
    • Cost for sanding/salting only
    • Cost for spot sanding/salting
    • Optional  seasonal or per-visit pricing, if offered
  • Proof of insurance and applicable licenses.

  

Terms

  • Contract Period: November 15, 2025 – April 15, 2026.


  • The  Long Hill Fire District reserves the right to:
    • Accept or reject any or all bids, in whole or in part.
    • Award the contract deemed most beneficial to the District.
    • Cancel the contract at any time with written notice. 


  • Contractor must maintain liability insurance with a minimum coverage of      $1,000,000 and provide a valid certificate of insurance naming the      Long Hill Fire District as additionally insured.


  • Invoices   shall be submitted monthly based on total event activity, including  any requested post-event work such as sanding.
    • In cases of discrepancy in snowfall accumulation, NOAA official records will be used as the event indicator.


  • Payment terms will be Net 30 days following approved invoicing.


  • A separate Snow & Ice Removal Agreement will be issued by the District outlining general liability, indemnification, and administrative      terms.
    • If the District maintains its own sand/salt barrels for in-house use       (e.g., near the District Office), the responsibility for refilling and       supplying those materials rests with the District.


  • The  Long Hill Fire District reserves the right to terminate this contract at any time.

RFP: Warning Light Package LHFD Command Car

2026 chevrolet silverado rst, 4wd, crew cab with short bed

general requirements

  

· Deutsch connectors on light heads or equipment that may need to be separated

· Butt connectors may be used only where necessary. When a Butt connector is utilized, it shall be heat-shrink style.

· Smoked Lenses

· All flanges surface-mounted on the body/cap will be color-matched to OEM paint and angled for maximum effectiveness

· An Additional Battery has already been installed in the pickup body

· All aftermarket electronics will be wired to the auxiliary battery in the truck bed. NO EXCEPTIONS UNLESS AUTHORIZED.

· Lights mounted on the cap to the core will have their own expansion modules

· Front warning lights to have a dedicated expansion module

· The area under the rear cab seat can be used for electronics with upfit, i.e., Core, radios, etc. Utilizing an under-seat storage system:

· (6) Tecniq E-10 ground lights. Two per side on the running boards and two under the rear bumper

· Whelen 6” Round Low Profile Interior red/white light on cab ceiling

· Do not move lights if the cap doors or tailgate are open

o Small indicator light in the cab

· Windshield window tint band to extend below Inner Edge. 

· Minimal Vehicle color-matched reflective striping will be placed along the lower body panels on three sides of the vehicle. This will include 2 or 3 small company patches.

· Time should be budgeted for programming functionality with the customer. A standard boilerplate of programming won’t be accepted. The programming file will be provided to the LHFD with delivery.

  · No substitutions, design changes, rerouting, or repositioning of lights, wiring, or installed components shall be made without a written change order approved by the District. Any unauthorized work may result in removal and replacement at the Contractor’s expense.

  

· A District representative will conduct functional testing and inspection upon delivery. The vehicle will not be accepted, nor final payment issued, until all deficiencies are corrected to the satisfaction of the District.

  

· A prebuild meeting will be held to determine if any changes or alterations may be added. We understand the above list may not encompass all work, parts, and associated hours within the vehicle. The LHFD will work with the winning bidder in good faith to resolve any issues. 

  

· The Long Hill Fire District agrees to pay 15% up front upon confirmation that all parts have been ordered. This is to ensure all parts are ordered expeditiously.
