The Long Hill Fire District is soliciting proposals from qualified and licensed HVAC contractors to provide HVAC preventive maintenance, corrective and emergency repair services, and temperature control system maintenance and/or repair for District-owned facilities located in Trumbull, Connecticut. The selected contractor must support continuous building operations essential to emergency response services while maintaining system reliability, safety, efficiency, and occupant comfort.
Vendors may submit proposals for HVAC services only, Temperature Control services only, or a combined proposal covering both service categories. The District reserves the right to award one or more contracts.
• Heating, ventilation, and air conditioning systems
• Rooftop units, air handling units, furnaces, boilers, and split systems
• Preventive maintenance inspections and written reports
• Mechanical and electrical HVAC repairs
• Emergency HVAC response services
• Refrigerant service and performance testing
Excluded: Advanced building automation programming beyond standard thermostats.
• Thermostats and control panels
• Temperature, humidity, and pressure sensors
• Dampers, actuators, and control valves
• Control wiring and communications
• Calibration, programming, and system optimization
• Trend analysis and diagnostics
Excluded: Mechanical HVAC repair and refrigerant-related services.
Vendors may submit a combined proposal covering both HVAC and Temperature Control services if pricing for each service category is clearly separated. The Long Hill Fire District reserves the right to award separate contracts or a single combined contract if deemed in the District’s best interest.
A site visit may be scheduled prior to proposal submission. Vendors are responsible for reviewing all listed facilities prior to submitting a proposal.
All questions must be submitted in writing no later than June 22, 2026.
Pricing must clearly identify HVAC maintenance costs, HVAC repair labor rates, Overtime rates, Emergency rates, Material mark-up, Travel fees, Software/licensing fees for control vendors, Temperature Control maintenance costs, Temperature Control repair or programming rates, and optional combined pricing. Please include initial term and renewal options.
Proposals will be evaluated based on experience, technical approach, responsiveness, pricing, and references. The District may evaluate HVAC and Temperature Control proposals independently or as a combined offering.
Proposals must include a cover letter including a company biography, a list of certifications and licenses, and insurance documentation and MUST be submitted no later than July 1, 2026.
The Long Hill Fire District reserves the right to reject any or all proposals, waive informalities or irregularities in the proposal process, request additional information or clarification from proposers, negotiate modifications to pricing, scope, or contract terms, and cancel or reissue this Request for Proposal (RFP) at any time if deemed to be in the best interest of the District. Submission of a proposal does not guarantee award of a contract.
